Powering Up instructions

The instructions for powering up are confusing: They state:

Before powering the system, set the FCP(Full Card Power) switch to OFF and make sure GPIO26 pulled LOW by default. After powering up Raspberry Pi, set the switch to the ON position OR pull GPIO26 HIGH.

Should I solder a resistor to GPIO26 to assure this? This would be inconvenient and the hat would not fit.

If the kit is closed, should I open up it all the time to access the switch?
