I have tried powering down the module but it seems to power back on, but I was wondering do I even need to bother doing this? Will there be higher power consumption if there is no reception and it is searching for a network?

The module consumes high power in idle mode according to its sleep or off state. Please see the manual of the module you are using.
Also, refer to the module’s AT command manual to turn off the module using the AT command.
