Network/Interface Priority not propagating to device

I was attempting to setup the device and it ate through my voucher and more because it would not propagate the interface priority to the device. When I changed it Manually it would get changed back to cellular as the highest priority interface, even though I was on WiFi… how do I prevent this from happening… or how do I disable only the route management portion of the agent?

While your device is online, could you attempt to send your WiFi interface priority configuration? The configuration you sent might not have reached the device.
