Cellular IOT Hat Cycling Power

I’m reinstalling the HAT on a new OS build and having troubles. The previous install worked great with full LTE connection.

I’m having trouble bringing the HAT up after a reboot (even press-holding the PWR), and when it does, the HAT seems to be power cycling. I first notice this when in /dev/ttyUSB* when the devices would appear and then disappear.

I am using an official RPi power supply, and removed the 3.5" LCD unit to confirm that it wasn’t a sagging power supply. Any ideas?
